ISUZU D-MAX 06/2012~ - GVM UPGRADE 3600KG - LOVELLS SECOND STAGE OF MANUFACTURE (SSM)

Load carrying capacity per axle - after modification

The Original Equipment maximum braked towing capacity for example on the Isuzu DMAX 06/2012~ is 3500kg. This doesn’t increase nor decrease when our GVM Upgrade is fitted, it remains at 3500kg. Unlike LS11 10% GVM upgrades where the braked towing capacity will decrease - but that is a completely different ball game marketed at vehicles prior to 2005 build dates & vehicles that do not have Second Stage of Manufacturer testing approvals, read more about LS11 vs. SSM here.

Expect approx. 30mm-50mm lift over OE, dependant on weight and location of accessories fitted. Save $550 - $660 if GVM upgrade is done prior to first inital registration point under the second stage manufacturer (SSM) scheme.

SUMMARY OF CURRENT FEDERAL LEGISLATION

At the time of the Identification Plate Approval on this vehicle, Lovells as a Second Stage Manufacturer under Federal legislation have revised their own upgraded GCM (Gross Combined Mass) past those specificied from the First Stage Manufacturer. Due to the format of the RVD/RVCS most vehicles GCM are not noted in Lovells DIT Approval for Second Stage of Manufacture. In considering the information on the RVD it is important to note that there are no ADR rules requiring a GCM value to be provided to RVCS (for this category vehicle), is not a requirement on the RVD1 form and is not on the First Stage Manufacturer (OEM) vehicle's Identification Plate Approval. The new GCM is basically governed by the new GVM of the vehicle and the maximum braked towing capacity.

The Federal Legislation, or superior legislation, is known as Vehicle Standard (Australian Design Rule – Definitions and Vehicle Categories) 2005.  The relevant definitions under the ADR:

"MANUFACTURER - the name of the person or company who accepts responsibility for compliance with the Australian Design Rules and to whom the ‘Compliance Plate’ approval certificate is issued."
"GROSS COMBINATION MASS - value specified for the vehicle by the ‘Manufacturer’ as being the maximum of the sum of the ‘Gross Vehicle Mass’ of the drawing vehicle plus the sum of the ‘Axle Loads’ of any vehicle capable of being drawn as a trailer."

From these definitions the Manufacturer is Lovells Springs Pty Ltd because that is the company that accepts responsibility for compliance with the ADR and to whom the compliance plate approval certificate is issued. Considering the definition of GCM, the Manufacturer Lovells can specify the GCM as being the maximum of the GVM plus the axle loads of the trailer.

Administrator's Circular 0-4-6 (Certification of vehicles which have undergone a second stage of manufacture) was amended in June 2018 following industry consultation. The circular was amended to include arrangements for Second Stage Manufacture (SSM) Light Vehicles that have been subject to a Gross Vehicle Mass (GVM) upgrade under Clause 10—and formalise current business practice for GVM upgrades to light vehicles.

Of note:

  • The revised circular only applies to new applications and new amendments to existing Identification Plate Approvals (IPAs).
  • The Circular will not affect the existing IPAs held by the second stage manufacturers. Existing IPA holders can continue to supply (to the market) vehicles covered by the approved Road Vehicle Descriptors (RVDs). This includes vehicles where the approved RVD has variants that exceed the first stage manufacturer's Gross Combination Mass (GCM) rating or Rated Towing Capacity or Maximum Braked Towing Mass rating.
  • The option of GCM or towing capacity upgrade may be available to consumers in some state and territory jurisdictions, after the vehicle is supplied to the market.

This clarification from the Federal Deptartment clearly shows that we can continue to supply vehicles covered by the approved RVDs.  This is for GVM, GCM and BTC upgrades as described on the RVD1 passenger category vehicles.

PRE-REGISTRATION UPGRADES (I.E. VEHICLE IS BRAND NEW, END USER HAS NOT ACCEPTED DELIVERY OF THE VEHICLE AND MOTOR DEALER HAS NOT YET REGISTERED THE VEHICLE)

Finer details

  • Is old suspension to be disposed of? There is no resale value on OEM suspension and it cannot be used as spare parts as it will deem your upgrade as non-compliant until GVM certified parts are re-fitted.
  • Is vehicle is having any front axle constant loads (i.e. bullbar or winch). If so, it is suggested to be fitted whilst we are carrying out the upgrade (or prior to). This is so the front spring platform height can be adjusted correctly. Altering the spring platform height at a later date can be costly.
  • Provide in detail how you heard or found out about BAM Garage

After upgrade

  • Upon insuring your new vehicle do make your insurance provider aware of the upgrade
  • Suspension to be retensioned within 0,500km. (0.5 hour labour charge applies).
  • After first suspension retension the ubolts are to be tensioned again within another 1,000km-1,500km. (0.5 hour labour charge applies).

Finer details

  • Is old suspension to be disposed of? There is no resale value on OEM suspension and it cannot be used as spare parts as it will deem your upgrade as non-compliant until GVM certified parts are re-fitted. If your old suspension has already been lifted but is more than 3 years old or 60,000km you likely will find it difficult to get a worthwhile resale
  • Are there any future plans for additional front axle constant loads (i.e. bullbar or winch). It is suggested to be fitted whilst we are carrying out the upgrade (or prior to). This is so the front spring platform height can be adjusted correctly. Altering the spring platform height at a later date can be costly. This is not relevant if vehicle already has bullbar / winch, in which case answer not applicable.
  • Does vehicle have airbags fitted to the rear axle? Depending on vehicle current ride height these may be too short & not re-usable. If yes, are we to replace, reuse or decomission?
    • If vehicle does not have a true 2 inch lift already fitted the airbags will be too short and not salvagable
    • Warning: if airbags are over 18months old they are not suggested to be re-used as the airbag will have moulded into shape with the old coil spring which can result in leakage. In some examples the airbags are impossible to remove from the old coil due to swelling. This applies to both light duty and heavy duty airbags. There is no warranty provided for leakage post-recycling as per these age suggestions.
    • If decommissioning the OEM bump stops will need to be refitted
    • Always check with your insurance company as some do not cover a vehicle at all that has bellows airbags fitted
  • Provide in detail how you heard or found out about BAM Garage

After upgrade

  • Change of particulars form to be lodged with state transport authority (provided by BAM Garage).
  • Notify your insurance company of the upgrade. It should not affect your premium, under the rare condition that it does it may be worth looking at a different insurance provider.
  • Suspension to be retensioned within 0,500km. (0.5 hour labour charge applies).
  • After first suspension retension the ubolts are to be tensioned again within another 1,000km-1,500km. (0.5 hour labour charge applies).
